ICC International Certificate of Competency available in New Zealand

The International Certificate for Operators of Pleasure Craft (ICC), provided by us, is beneficial for individuals seeking to operate or rent a boat abroad and needing to prove their competence.

The ICC serves as proof of competence to foreign officials in countries where the holder is neither a citizen nor a resident. It acts as an assurance from the issuing government to the host country that the holder is competent to operate a pleasure craft, even if they don't possess the local certification.

To determine if the ICC is appropriate for your situation, consider both the maritime legislation of your home country and the visited country (the Coastal State), as per the United Nations Convention on the Law of the Sea. This legislation dictates when the ICC is necessary.

The ICC is a result of the Resolution No. 40, formulated by the United Nations Economic Commission for Europe (UNECE) Inland Transport Committee Working Party on Inland Water Transport. The UK Government, acknowledging Resolution No. 40, has authorized the RYA to issue the UK ICC. This resolution specifies the criteria for issuing the ICC, the required syllabus, and the certificate's format. It also lists the countries that have accepted this resolution.
